Engagement of Independent Verification Agency for Accelerating State Owned Enterprises Transformation Program

The Finance Division of the Government of Pakistan is seeking to engage a qualified Independent Verification Agency (IVA) for the Accelerating State Owned Enterprises Transformation Program based in Islamabad. This program, supported by the Asian Development Bank, covers verification of Disbursement-Linked Indicators (DLIs), assessment of Program Action Plan (PAP) implementation, validation of non-DLI indicators, and confirmation of baseline data across 39 commercial state-owned enterprises and the National Highway Authority (NHA). The scope includes verification of financial performance, corporate governance, public service obligations, institutional capacity, and financial sustainability of the NHA. The IVA will conduct document reviews, field verifications, stakeholder interviews, and risk-based spot checks. The assignment requires expertise in audit, management consulting, research, and development consulting with experience in verification, monitoring, evaluation, and governance assessment. Eligible bidders must be registered firms or consortia with relevant experience and must submit technical and financial proposals electronically via E-PADS by the deadline of 2nd July 2026 before 4:00 pm PST. Earnest Money in the form of a pay order of PKR 1 million is required. The technical proposal will carry 80% weightage and the financial proposal 20%. The successful bidder will provide a performance guarantee of PKR 1 million within 15 days of contract offer. The IVA will be engaged for the program period from mid-2026 to mid-2031. The assignment demands strict adherence to independence, ethical standards, and conflict of interest provisions. The IVA must maintain a local representative in Islamabad for coordination.
