Tender Description
Pakistan State Oil Company Limited (PSO) invites quotations for the revaluation of its fixed assets located at multiple aviation stations, depots, offices, and lubricant facilities across Pakistan. This procurement is specifically for professional valuation services to assess the current and replacement values of PSO's assets including buildings, plant and machinery, storage tanks, and pipelines.
Items being procured:
- Revaluation of Fixed Assets at Aviation Stations: Gwadar Aviation Station, Quetta Aviation Station, Nawabshah Aviation Station, Pasni Aviation Station
- Depots: Keamari Terminal A (Kerosene & Gasoline Depot), Keamari Terminal B Depot, Keamari Terminal C Depot, Pipri Installation (ZOT), Railway Marshalling Yard (Pipri), Buffer Terminal Bin Qasim Karachi, Quetta Depot C, Khuzdar Depot, Pasni Depot, Sangi Depot, Shikarpur Installation
- Offices: Quetta Sales Office, Sahiwal Sales Office, Gujranwala Sales Office
- Lubricant Facilities: New Hyderabad Depot, Blending Plant Keamari (KTA)
The valuation firm will physically inspect each asset listed by PSO in the presence of a PSO representative. The scope includes determining the new value, present assessed value, and replacement value for each asset. The final report must include detailed information such as make, model, dimensions, length, capacity, physical condition, and other relevant details. A summary for each location and asset group along with valuation assumptions or formulas used must be provided. The firm is also required to review existing insurance policies for these assets and suggest improvements if applicable.
The field visit is to commence within 10 days of the issuance of the Service Order, with a mutually agreed plan. The entire valuation exercise must be completed within 12 weeks from the Service Order date. The valuation team must include qualified staff with detailed CVs submitted to PSO prior to work commencement. If requested, the firm must present the findings to PSO management.
Penalties for delay include a 0.5% deduction per day up to a maximum of 10% of the Purchase Order value. Payment terms are 50% upon completion of field visits and 50% after satisfactory submission of reports in both hard and soft copies.
Bidders should ensure compliance with PSO's requirements and prepare their quotations accordingly. Earnest money and other bid security details are as per PSO instructions. The submission deadline is 09 October 2026. Bidders are advised to carefully review all instructions and prepare their technical and financial bids with due diligence.
A practical tip for bidders: Ensure your valuation team has relevant experience in asset revaluation and prepare detailed CVs in advance to avoid delays in approval. Early coordination with PSO representatives during the field visit planning will facilitate smooth execution of the assignment.
