Tender Description
The Directorate General Research and Development Establishment (DGRDE) Rawalpindi is procuring the indigenous development of HADAF Small Arms Training Simulator SPS-III, quantity 75 units. This project aims to capitalize on in-country resources and materials, encouraging maximum indigenous manufacturing with limited import only if absolutely necessary. The scope includes the design, development, and supply of the simulators along with required spares, ensuring compliance with technical specifications provided in the tender documents. Bidders must have in-house manufacturing capabilities and preferably be registered with DGRDE or DGDP. Registration with FBR and inclusion on the Active Taxpayer List (ATL) is mandatory. Experience with national or armed forces level projects in the same category is required. The tender follows a two-stage two-envelope bidding procedure with earnest money requirements based on firm registration status. The deadline for submission of the first stage technical bids is 10:30 AM on 3 June 2026, with opening at 11:00 AM the same day. Bids must be submitted at the DGRDE office on Abid Majeed Road, Rawalpindi. A tender conference is scheduled for 25 May 2026 at DGRDE. Bidders should carefully review all instructions and schedules, including cost breakdowns and OEM registration numbers, as incomplete financial offers will be rejected. A practical tip for bidders is to ensure all required registration certificates and proof of tax compliance are attached with the bid to avoid disqualification. This tender offers a significant opportunity for Pakistani firms to contribute to defense technology development while adhering to strict procurement rules and timelines.
