Infrastructure Development of 15 km Left Promenade including 3 Lanes Dual Carriage Way Road, Embankments, Electrification, and Drainage Works

Ravi Urban Development Authority (RUDA) invites sealed bids for the infrastructure development of a 15 km Left Promenade along River Ravi in Lahore. The project includes construction of a 3 lanes dual carriage way road on the proposed upper promenade, embankments, electrification works, drainage, and ancillary works as per approved specifications and standards. Items being procured: - Infrastructure Development of 9 km Left Promenade from RD 0+000 to RD 29+520 - Infrastructure Development of 6 km Left Promenade including Interchange from RD 29+520 to RD 49+000 The scope covers civil works, road construction, embankment stabilization, electrical installations, and drainage systems. Payment for executed works will be made on a 50% deferred payment basis according to bidding document terms. Eligible contractors must comply with RUDA procurement regulations (amended 2026). Bidders may submit only one bid individually or as a joint venture partner. Bid security of Rs. 250,000,000/- per package is required in the form of Deposit at Call or Bank Guarantee from a scheduled bank valid for 28 days beyond bid validity. Insurance guarantees are not acceptable. Bidding documents can be purchased after five working days from advertisement date upon written application and payment of a non-refundable Rs. 25,000/- bank draft in favor of Ravi Urban Development Authority. Bid submission deadlines are 28/10/2026 12:00 PM for the first package and 29/10/2026 12:00 PM for the second package. Technical bids will be opened at 12:30 PM on the same day in presence of bidders' representatives. If a public holiday falls on submission dates, deadlines extend to next working day. Bids must be submitted/delivered to the address below by the stated deadlines.
