Tender Description
Pakistan State Oil Company Limited (PSO) Karachi invites qualified contractors to submit quotations for the Annual Contract for Inspection and Condition Assessment of Product Pumps and Electric Motors at PSO Keamari Terminal. This contract involves monthly inspection services of pump-motor sets located at the Keamari Terminal Gasoline and Kerosene Sections. The total number of centrifugal pumps includes 10 pumps in the Gasoline Section and 8 pumps in the Kerosene Section. Items being procured:
- Monthly Inspection of Pumps (72 jobs)
The scope covers detailed mechanical and electrical inspections including discharge pressure verification, power consumption, mechanical seal and bearing seal checks, vibration and temperature measurements, noise level recording, foundation condition assessment, and general condition evaluation of pumps and motors. The contractor will also inspect associated pipeline fittings and instrumentation such as non-return valves, strainers, gate valves, air relief valves, pipe supports, and pressure gauges. Inspections must be conducted in running condition where feasible, following PSO's standard checklists and safety protocols including valid PSO Work Permits and HSE guidelines.
Deliverables include completed inspection checklists, consolidated inspection reports, prioritized corrective action registers, vibration trend sheets, raw measurement data, and professional opinions on remaining service life or overhaul needs. All instruments used must have valid calibration certificates traceable to recognized standards.
Eligibility requires adherence to PSO safety and security rules, provision of all necessary tools, materials, and transportation by the contractor, and compliance with HSE guidelines including PPE usage. The contract period is annual with monthly site visits. Payment will be made based on actual verified quantities. Delays in completion may result in penalties of 0.10% per day up to a maximum of 10% of the purchase order value.
Bidders should submit their best prices by the closing date of 28 August 2026. The contract is based in Karachi at the PSO Keamari Terminal. One practical tip for bidders is to ensure all inspection instruments are properly calibrated and documentation is ready for verification to avoid disqualification during technical evaluation.
