Tender Description
The Postmaster General Metropolitan Circle Karachi (Pakistan Post Office) invites bids for the provision of security guard services under the tender reference P144306. This procurement is for the fiscal year 2026-27 and aims to hire security guards for a period of one year at the Metropolitan Circle Karachi. The contract requires provision of uniformed armed security guards equipped with licensed weapons, complete uniforms including badges, caps, shoes, and additional uniforms as needed. The security company must also provide torches, hand detectors, car checking mirrors, and other safety equipment at each building or location as required.
Items being procured:
- Security Guards (43 persons) for 27 days each at St-19, Block-2, Clifton, Karachi
The scope includes ensuring guards are physically fit, properly trained, and preferably ex-servicemen from Army, Police, or Rangers, equipped with guns, metal detectors, and scanners. Guards must be under 50 years of age and have police verification and army discharge certificates. The contract allows termination by the Postmaster General with prior notice and requires replacement of unsuitable guards within one day of notice.
Eligibility criteria include valid NTN, Ministry of Interior NOC, proof of arms inspection, tax registration, and active tax payer status. Earnest money of Rs. 100,000 in the form of a bank draft is required with the bid. The contract will be awarded through Least Cost Based Selection (LCBS) using a Single Stage Two Envelope procedure via EPADS v2.0. Bids must be submitted online on EPADS before the deadline of Friday, October 23, 2026 at 10:00 AM. Manual bids will not be accepted.
Bidders are advised to carefully review the bidding documents available on EPADS and ensure compliance with all requirements including bid security and documentation. The technical and financial bids will be opened on the same day at 12:00 PM. The Postmaster General Metropolitan Circle Karachi reserves the right to accept or reject any or all bids as per PPRA rules.
A practical tip for bidders: Register early on EPADS v2.0 and ensure all required documents and bid security are submitted timely to avoid disqualification. Familiarity with the Single Stage Two Envelope procedure and LCBS evaluation will improve bid responsiveness and chances of success.
