Tender Description
The Purchase Department of Pakistan Institute of Medical Sciences (PIMS), Islamabad Capital Territory, is procuring a Fully Automated Hemoglobin Electrophoresis system on reagent/rental basis for the Hematology Section of the Pathology Department for a period of three years (third time). This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform using the Least Cost Based Selection (LCBS) technique.
Items being procured:
- Fully Automated Hemoglobin Electrophoresis analysis system (Quantity: 1 unit)
- Kits/Reagents for the system
The successful firm will supply and install the fully automated hemoglobin electrophoresis system within 90 days after the issuance of the award letter. The kits and reagents will be supplied within 30 days of the supply order. The contractor will be responsible for pre-installation work if required, installation free of cost, and operational and application training for the concerned staff. The equipment must be the latest version/generation and registered with CE/FDA and DRAP. It should have multi-parameter capabilities including Hb, Protein, and HBA1C with capillary electrophoresis or HPLC measurement principle, internal and external quality control, LIS connectivity, and printer compatibility.
Eligibility criteria include valid FBR registration, submission of technical brochures, financial standing details, listing of similar equipment supplied in Pakistan, bio-data of engineers with training certificates, and local stock of spare parts. Principal multinational companies or sole distributors can participate with a sole distribution certificate. The bidder must have a local workshop and warehouse in the twin cities (Rawalpindi/Islamabad) and provide quality assurance tools and periodic calibration.
The bid security amount is Rs. 300,000 in the form of Pay Order or Call Deposit. Bids must be submitted online on EPADS v2.0 by Thursday, July 23, 2026, at 11:00 AM. Manual submissions will not be entertained. The technical and financial bids will be opened on the same day at 11:30 AM. The bid validity period is 180 days. The successful bidder will be required to submit a performance guarantee of 2% of the contract price within 5 days of the letter of intent.
