Tender Description
The Walton Cantonment Board Lahore is inviting proposals from reputed firms, companies, advertising agencies, outdoor media operators, engineering firms and consortiums for the design, construction, installation, operation and maintenance of bus shelters on Walton Road under a Build, Operate and Transfer (BOT) basis. This tender is specifically for the installation and management of 14 bus shelters, with a concession period of five years granted to the successful bidder. Items being procured:
- Installation of Bus Shelters on Walton Road (14 Bus Shelters, tentative)
The scope includes financing, constructing, installing, operating and maintaining the bus shelters at the bidder’s own cost. The successful bidder will also receive advertisement rights on approved advertisement panels integrated into the bus shelters for the concession period. This project requires firms with relevant experience in outdoor advertising, infrastructure development, civil works, urban furniture, and bus shelters or similar projects. The procurement method follows the Single Stage Two Envelope Procedure as per PPRA Rules 2004.
Eligibility criteria include legal registration with relevant authorities, valid NTN and active taxpayer status, no blacklisting by any government or public sector organization, and demonstration of adequate financial capability. The tender documents are available on EPADS and can also be obtained from the Walton Cantonment Board office during office hours. Proposals must be submitted electronically through EPADS in accordance with PPRA rules.
The refundable security deposit (Earnest Money) is Rs. 1,400,000 in the form of a CDR in favor of the Cantonment Executive Officer, Walton Cantt Board Lahore. Technical and financial proposals must be uploaded separately by 05-08-2026 at 1400 hrs. Technical proposals will be opened the same day at 1430 hrs in the presence of bidders or their representatives. Financial proposals of only technically qualified bidders will be opened subsequently.
A standing security performance guarantee of 10% of the estimated cost is required within 7 days after award. The RFP document is available for Rs. 3000 from the Engineering Branch of WCB Lahore Cantt. The advertisement and RFP are also available on www.ppra.org.pk and www.wcb.gov.pk.
A practical tip for bidders: Ensure your financial and technical proposals are complete and uploaded well before the deadline on EPADS to avoid last-minute technical issues. Also, carefully review the concession terms and advertisement rights as these form a critical part of the project’s revenue model.
