Installation, Operation and Maintenance of Bus Shelters on Walton Road on Build Operate Transfer Basis

Walton Cantonment Board (Military Lands & Cantonments), Lahore invites bids for the design, construction, installation, operation and maintenance of fourteen (14) modern bus shelters on Walton Road under a Build, Operate and Transfer (BOT) basis. The project includes financing, fabrication, installation and upkeep of bus shelters with integrated advertisement panels for a concession period of five (05) years. The successful bidder will be granted advertisement rights on approved panels and must maintain the shelters in clean, safe and serviceable condition throughout the concession period. Items being procured: - 14 Bus Shelters with minimum dimensions 22 ft length, 6 ft width, 9 ft clear height - Top Billboard Panel approx. 22 ft x 6 ft (132 sq. ft.) - Rear Advertisement Panel approx. 18 ft x 4 ft (72 sq. ft.) - Two Side Advertisement Panels approx. 4 ft x 6 ft each (48 sq. ft.) - Galvanized steel fabricated shelter structures with anti-corrosion treatment - Reinforced concrete foundations with anchor bolts and base plates - Roofing system with high-quality polycarbonate or ACP sheets - Stainless steel seating benches with minimum capacity for 8 persons - Energy-efficient LED lighting with concealed wiring and weatherproof fixtures - Route, public service and emergency contact information panels - Waste bins with corrosion-resistant construction - Accessibility features for senior citizens, women, children and persons with disabilities The technical scope includes detailed design approval, prototype shelter fabrication and installation, structural certification by PEC registered engineer, and compliance with local wind and environmental conditions. Maintenance includes daily cleaning, graffiti removal, repair of damaged components, lighting upkeep, and painting. The contractor must ensure unobstructed pedestrian movement and maintain aesthetic harmony with Walton Road's urban environment. Eligibility criteria require bidders to be legally registered entities with at least three years relevant experience, completion of two similar projects in last five years, average annual turnover of at least PKR 20 million, active taxpayer status, and no blacklisting. Joint ventures are allowed with lead partner holding minimum 51% share. Bidders must submit detailed technical proposals including 3D renderings, elevation and foundation drawings, material specifications, and maintenance plans. Key dates include bid submission deadline on August 5, 2026 at 14:00 hours, with technical proposals opened same day at 14:30 hours. Financial proposals of technically qualified bidders will be opened subsequently. Submission is through EPADS v2.0 platform only. Bid security of PKR 1,400,000 in form of Call Deposit Receipt is required. The contract requires a performance guarantee of 10% of total evaluated concession fee. The successful bidder must complete prototype shelter installation within 30 days and all shelters within 90 days from work order issuance. Liquidated damages apply for delays. Payment of annual concession fee is in advance and non-payment constitutes default.
