Integration of HVAC facilities at Archive building at CATI Hyderabad

The Civil Aviation Training Institute (CATI), Hyderabad under Pakistan Airports Authority (PAA) invites bids for the integration of HVAC facilities at the Archive building located at CATI Hyderabad, Sindh. This procurement is planned for the financial year 2026-27 and aims to enhance the HVAC infrastructure with modern, energy-efficient equipment. Items being procured: - 5 Premium quality decorative Split-type wall-mounted 2.0 Ton (24,000 BTU/hr) Air Conditioners DC inverter, T3 climate rating, EER 2.82 or above or MEPS 3 or above - 9 Premium quality decorative Floor Standing 4.0 Ton (48,000 BTU/hr) Air Conditioners DC inverter, T3 climate rating - 2 Voldam Air Curtain units 6 Ft complete with all accessories, supports with built-in indoor sensor, low noise type, remote controlled, 1-P, 220vAC 50 Hz - 45 RM of 4 core, 6 mm² stranded copper conductor PVC insulated & PVC sheathed cable including 2.5 mm² single core PVC insulated wire as ECC in existing or given conduit/cable duct The scope includes supply, installation, testing, and commissioning of the above HVAC equipment. The work involves connection of copper piping for outdoor units fitted on roof or angle iron frames, interconnection wiring, wall/roof hole making with core cutter, and piping for condensed water. Both evaporator and condenser coils must be factory coated with protective treatment to extend service life. All printed circuit boards shall be conformally coated with silicon or equivalent protective compound. The contractor shall also provide wiring with specified copper cables as electrical continuity conductor (ECC). Eligibility criteria require bidders to be registered with PEC in category C-6 or above with relevant specialization ME-01, possess valid FBR Active Taxpayer status, and not be blacklisted. Bidders must submit original bid security and all required documents including CNIC, incorporation certificates, joint venture agreements if applicable, and technical data sheets for the air conditioning units. The air conditioners must comply with NEECA standards, be DC inverter type, T3 climate rated, and have OEM authorized service facilities in Hyderabad or Karachi with guaranteed spare parts availability for at least five years. The tender follows a National Single Stage-Two Envelope procurement method with Least Cost Based Selection (LCBS). Bids must be submitted online through EPADS v2.0 portal by Wednesday, July 22, 2026 at 02:00 PM. Manual submissions are not accepted. The bid opening will be on the same day at 02:30 PM. The contract completion period is 90 days after award. The contractor is advised to visit the site and examine all conditions before bidding. Earnest Money in the form of Pay Order, Banker's Cheque, Call Deposit, Bank Guarantee, or Demand Draft must be submitted physically before bid opening. The contractor must ensure compliance with all safety, environmental, and quality standards as per the HSE Manual of Pakistan Airports Authority. The contractor shall also provide specified office equipment including All in One Desktop PC and Hand Held Scanner for CATI office use without extra cost.
