Tender Description
The Punjab Education Curriculum Training & Assessment Authority (PECTAA) in Lahore is seeking proposals for obtaining mark-up rates on an investment of Rs. 770 Million in Term Deposit Receipts (TDRs) for a one-year period. These funds are currently placed in the Bank of Punjab Main Boulevard Gulberg-III branch. The investment is divided into multiple TDRs maturing between July and August 2025, with reinvestment scheduled immediately after maturity.
This procurement invites sealed proposals from all Public, Private, and Islamic Banks operating in Pakistan, excluding specialized banks, development finance institutions, microfinance banks, and foreign banks. Eligible bidders must have a minimum long-term AA rating as evaluated by JCR-VIS or PACRA and published by the State Bank of Pakistan, valid until at least August 5, 2026. This ensures financial stability and credibility for handling large-scale investments.
Proposals must be signed, stamped, and sealed, and submitted to the Director (Finance) at PECTAA, adjacent to Pilot Higher Secondary School Wahdat Road Lahore. The deadline for submission is 3:00 PM on Monday, July 13, 2026, with opening at 3:30 PM the same day in the presence of the Finance Committee and bank representatives. If the submission date falls on an official holiday, the next working day will be considered the deadline.
Bidders should ensure their proposals clearly demonstrate compliance with the rating requirements and include all necessary documentation to avoid disqualification. A practical tip for bidders is to prepare their financial credentials and rating certificates well in advance and double-check submission timing to avoid last-minute issues. Earnest Money or CDR requirements are not explicitly mentioned but bidders should be prepared for standard financial bid securities as per usual practice.
