Tender Description
This tender invites experienced firms to provide janitorial and cleaning services at Quetta International Airport under the Pakistan Airports Authority. The contract spans three years with a possible six-month extension, focusing on maintaining cleanliness across landside and airside areas including passenger terminals, cargo warehouses, offices, and residential colonies. The scope demands high-quality cleaning aligned with international standards, including 24x7 manning of passenger areas and toilets, fumigation, and proper waste disposal. The service provider must supply branded consumables, maintain stock for at least one month, and bring necessary machinery for janitorial tasks.
Bidders must demonstrate at least one year of experience servicing large organizations with a minimum deployment of 100 personnel. The evaluation includes technical and financial bids, with criteria covering experience, client base, manpower, work plan, international airport experience, financial strength, training plans, ISO certifications, turnover, and local office setup. Compliance with labor laws, minimum wages, and regulatory payments is mandatory. The contract requires a 5% performance guarantee and adherence to strict monitoring and penalty clauses.
Firms should ensure valid PEC registration, FBR compliance, and maintain ATL status for the 2025-26 financial year. The tender advises bidders to prepare a detailed work plan and submit all required documents including audited accounts, registration certificates, and undertakings on non-blacklisting and regulatory compliance.
The submission deadline is set for 5th March 2026 by 11:30 pm, with bids to be delivered physically to the Chief Operating Officer/APM at Quetta International Airport. The technical bids will be opened first, followed by financial bids of technically qualified firms.
Pro-Tip: Make sure to visit the airport site during the pre-bid meeting to fully understand the scope and operational challenges, and carefully check the bid security and performance guarantee requirements to avoid disqualification.
