Laying of OFC OSP Network for Deployment of Networking Infrastructure at NSDRA Offices, Mall of Islamabad

The National Telecom Corporation (NTC) Islamabad invites bids for the laying of Optical Fiber Cable (OFC) Outside Plant (OSP) network for deployment of networking infrastructure at NSDRA Offices, Mall of Islamabad. This procurement is for non-consultancy services under a National Single Stage-One Envelope procedure with Least Cost Based Selection (LCBS) technique for the financial year 2026-27. The project involves comprehensive deployment of a 24-fiber OFC network including supply and installation of materials and related civil works in Islamabad. Items being procured: - 24-Fiber Optical Fiber Cable (OFC) 885 meters - HDPE pipe 2'' diameter, Thickness 3mm, 850 meters - Warning Tape with NTC Monogram, 170 meters - OFDF Pre Loaded with complete accessories adapter and pigtail (24Fiber), 2 units - Hand Hole with cover (4' x 4' x 4' ft) Pre-Fabricated with installation, 2 units - Marking and Excavation in Kacha Trench 4' depth, 130 meters - Marking and Excavation in Pacca Tuff tiles Trench 4' depth, 50 meters - Attachment of HDPE pipe and Pulling of OFC, 600 meters - Repair of Pacca (PCC/Re-instatement), 50 meters - Road Bore at depth of 4' from the road edge, 70 meters - OFDF fixing, 2 units - Splicing of OFC in OFDF, 48 units The scope includes excavation, laying of HDPE pipes, pulling and splicing of OFC cables, installation of handholes, warning tapes, and repair of pavements. The work is to be completed within 42 days from the contract signing or issuance of work order. Bidders must be registered with PEC under specialization codes EE07 or EE08 and have at least 3 years of relevant experience with similar works in Pakistan. Valid FBR registration and active tax payer status are mandatory. Bid security of PKR 30,000 is required. Bids must be submitted electronically through the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal by 11:00 AM on September 15, 2026. Manual bids will not be accepted. Technical and financial bids will be opened on the same day at 11:30 AM. The contract includes a 1-year warranty period with 24x7 support for fault resolution. Performance guarantee of 10% of contract value is required.
