Tender Description
The Integrated Disease Surveillance and Response System (IDSRS), National Institute of Health (NIH), Islamabad, invites bids for the turnkey establishment, integration, deployment, commissioning, operation, maintenance and transfer of a Digital Telemedicine Ecosystem (Pilot Phase) under Tender No P97228. This comprehensive project includes the development and operation of a telemedicine platform with patient mobile/web applications, practitioner and administration portals, and an integrated Electronic Medical Record (EMR) system. The service encompasses teleconsultation by PM&DC-registered medical practitioners, a 24/7 call centre, deployment of thirty telemedicine kiosks, a field-based Telemedicine Health Workforce, pharmacy network with medicine supply and cold chain logistics, rapid point-of-care diagnostics, media and public awareness campaigns, ICT infrastructure, hosting, cybersecurity, and integration with national health surveillance systems.
Items being procured:
- Telemedicine platform development, customization, licensing and deployment
- Call centre establishment and operation with minimum 200 active agents
- Thirty (30) telemedicine kiosks with specified hardware, medical devices, rapid diagnostic test kits, and backup power
- Telemedicine Health Workforce deployment with field kits and motorcycles
- Pharmacy network, warehousing, cold chain and medicine dispensing
- ICT infrastructure including hosting at IHITC Islamabad and backup at IDSRS (NHDC)
- National Telemedicine Data Hub and IDSRS Telemedicine Command Centre
- Integration with IDSRS disease surveillance and public health reporting
- Training for all personnel including a mandatory IDSRS notifiable disease module
The project will be implemented in Islamabad Capital Territory and Karachi with Telemedicine Centres at IHITC Islamabad and NIRMF Karachi. The contract term extends until completion of 3.6 million consultations or 30 June 2028, whichever is earlier. The service commitment volume is a minimum of 5,000 consultations per day ramping up over six months. The procurement follows a two-stage bidding procedure with technical evaluation at Stage-I and financial evaluation at Stage-II. Bidders must submit bids through EPADS v2.0 and comply with all eligibility, technical, and regulatory requirements including valid registrations, licenses, and certifications.
Technical scope includes turnkey delivery of all hardware, software, connectivity, staffing, training, and operational services with strict adherence to service levels, data protection, cybersecurity, and interoperability standards. The project requires compliance with all applicable laws and regulations including PM&DC registration for practitioners, DRAP registration for medicines and devices, and biomedical waste management rules.
Key dates: Bids must be submitted electronically on EPADS v2.0 by Tuesday, September 29, 2026 at 01:00 PM. Technical proposals will be opened the same day at 01:30 PM.
