Lease of Forests Recreational Park Bharora Chatter Kallas for 30 Years with Maintenance and Development

The Forest Department of Azad Government of the State of Jammu & Kashmir, Muzaffarabad, invites sealed bids for the lease of the Forests Recreational Park Bharora Chatter Kallas located in Muzaffarabad. This procurement is specifically for the management, protection, maintenance, and further development of the park area over a 30-year lease period. The department has developed infrastructure within the park, and the lessee will be responsible for maintaining an environment-friendly space, enhancing biodiversity, preventing land degradation, and increasing vegetation and wildlife cover. The technical scope includes the management of forest land and recreational facilities, ensuring the park remains accessible and attractive to the public. The lessee must provide advance yearly payments to the Government of AJK, with lease rent subject to increase every three years as per government policy. Interested bidders should have relevant experience in recreational park management or similar projects, demonstrating financial soundness and the ability to maintain and upgrade park facilities. Eligibility criteria require bidders to have NTN and registered GST numbers. A bid security of PKR 1.7 million in the form of a CDR is mandatory, along with a performance security of 10% of the lease amount via bank guarantee or CDR. Bidders with a history of blacklisting from any government or private organization are disqualified. The bidding documents can be purchased for a non-refundable fee of PKR 1500 from the Conservator of Forests office in Muzaffarabad during office hours. All bids must be submitted to the Conservator of Forests Muzaffarabad Forest Circle, Bank Road, Muzaffarabad by 3:00 PM on 30-04-2026. Bids will be opened at 3:30 PM the same day in the presence of bidders or their representatives. Only responsive bids with sound proposals will be considered.
