Lease of Government Commercial Plot for Marquee, Marriage Hall & Event Complex in Federal Capital Area Karachi

This lease is for the development, construction, operation, and maintenance of a marquee, marriage hall, and event complex on the specified plot. The property offered is a commercial plot measuring 9,855 Sq. Ft. (approximately 1.81 Kanal). Items being leased: - Government commercial plot of 9,855 Sq. Ft. / 1,095 Sq. Yards (approx. 1.81 Kanal) - Reserved monthly rent of Rs. 200,000/- (Rs. 2.4 million per annum) - 20 years lease period (subject to approval of competent authority and final lease agreement) - 10% annual escalation on rent The lease is offered on an 'as is where is' basis in accordance with the Disposal of Public Assets Regulations-2024. The bidding procedure is Single Stage - Two Envelope with technical weightage of 80% and financial weightage of 20%. Minimum technical score required to qualify is 35 out of 50. Bid security of Rs. 48,000/- (2% of annual reserve rent) is mandatory. Bidders must submit valid CNIC, registration/incorporation documents, demonstrate financial capability and investment capacity, and provide a detailed development proposal including concept, site utilization, investment, financing plan, construction schedule, and operational plan. Experience in relevant development, hospitality, event, commercial, or project management is required. Non-blacklisting affidavit and integrity undertaking must be provided. Bidders must also undertake to obtain all required building, municipal, fire-safety, environmental, utility, and other statutory approvals at their own cost. Acceptance of the final lease agreement and 10% annual rent escalation is mandatory.
