Pakistan Airports Authority (PAA) invites bids for the lease rights to establish and operate the Sky View Food Promenade at Islamabad International Airport (IIAP), Islamabad. This opportunity is specifically for Master Franchises and Sub-Franchises with international brand presence for Plots A, B, C, and E, while Plot D is reserved for Pakistani Food Brands only. The lease term is thirty years with a possible extension of twenty years subject to mutual consent and project land availability. Items being procured: - Lease rights for Plot A (1,743 Sq. Yds.) - Lease rights for Plot B (1,694 Sq. Yds.) - Lease rights for Plot C (1,714 Sq. Yds.) - Lease rights for Plot D (2,115 Sq. Yds.) - Lease rights for Plot E (1,729 Sq. Yds.) The successful bidder will be required to use the leased space solely for branded food outlets and allied facilities as approved by the COO/Airport Manager IIAP Islamabad. The lessee must submit detailed drawings for approval within 30 days of possession and commence construction within three months. Completion and operation must begin within two years, with a possible one-year extension upon justified request. The lessee is responsible for all taxes, insurance, security arrangements, electrical wiring, and compliance with Civil Aviation Rules and other applicable laws. Non-utilization charges apply for delays in project commencement and completion. Eligibility criteria include valid Master or Sub-Franchise status with international brand presence for most plots, exclusion of defaulters and blacklisted companies, and compliance with tax and legal requirements. Earnest money must be submitted as a Pay Order in favor of Pakistan Airports Authority before auction proceedings. The lease agreement must be signed within 30 days of bid confirmation. The lease is offered on an 'as is, where is' basis with no exclusive rights granted; PAA may allow similar businesses nearby. The lessee must not mortgage or sublease the property without written approval. Utility charges and any damages to PAA property are the lessee's responsibility.
