LEASE: Leasing of Pakistan Railway Land for Mix-Use Commercial Development

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. The Railway Estate Development and Marketing Company (REDAMCO), a subsidiary of the Ministry of Railways, invites sealed bids for leasing Pakistan Railway land for mix-use commercial purposes. This includes development of Shopping Plazas/Markets, Corporate Offices, IT Parks, Hotels, Hospitals/Healthcare facilities, 3-S Dealerships, Retail Outlets, and Food Outlets. The leasing is for a period of 21 years, extendable for another 21 years, with an 8% compound annual increase in rent. Items being leased: - Faisalabad Plot A2 (21,752 sq ft) - Gujranwala Plot C-1 (44,919 sq ft) - Khanewal Station Road Plot 2A (21,840 sq ft) - Bhakkar Station Yard Plot A&B (28,740 sq ft) - DG Khan Plot-B (7,326 sq ft) - Quetta Plot A & B near Passport Office (25,529 sq ft) - Quetta Plot A & B near Reservation Office (18,485 sq ft) - Sukkur Division Ghintee Phatak behind Railway Guest House at Larkana (19,602 sq ft) - Pano Aqil Station Yard Plot-A (16,250 sq ft) - Pano Aqil Station Yard Plot-B (16,250 sq ft) The successful bidder will be responsible for design, finance, construction, operation, and maintenance of the leased sites at their own risk and cost. All statutory approvals, licenses, and permits must be obtained by the lessee. The lease agreement requires upfront commitment fee and annual rent payments as per the financial bid. Technical and financial bids will be submitted separately through EPAD v2.O portal by 16-11-2026 at 02:00 PM, with technical bids opening at 02:30 PM the same day. Eligibility criteria include PEC category compliance, FBR/ATL registration, relevant experience in commercial and hospitality projects, and submission of bid security. The evaluation will be based on technical qualifications and highest financial bid. Bidders must submit separate bids and bid securities for each plot. A practical tip for bidders: Ensure all required documents including affidavit, power of attorney, and bid security are complete and submitted timely via EPAD to avoid disqualification.
