Tender Description
The Railway Estate Development and Marketing Company (REDAMCO) Islamabad invites bids for leasing Pakistan Railway land for mix-use commercial development including shopping plazas, corporate offices, hotels, hospitals, 3-S dealership outlets, retail and food outlets. This tender covers multiple sites across Rawalpindi, Islamabad, Lahore, Multan, Dera Ghazi Khan, Haripur, Rahim Yar Khan, and Kot Adu with lease terms of 42 years (21 + 21 years) and an 8% compound annual rent increase. The successful bidder will be responsible for design, finance, construction, operation, and maintenance of the leased sites at their own risk and cost.
The technical scope includes preparation of detailed development plans, obtaining all necessary approvals and licenses from relevant authorities such as OGRA, local civic bodies, environmental and health regulators, and compliance with local construction bylaws. The lessee must operate and maintain the project according to approved plans, laws, and safety standards throughout the lease period. The sites will be leased for commercial purposes only, and the lessee must pay upfront commitment fees, annual rent, utility charges, and taxes as per the financial bid and lease agreement.
Eligibility requires valid NTN and sales tax registration, active taxpayer status, submission of bid security and tender processing fee, and no blacklisting or conflict of interest. Bidders must demonstrate relevant experience in commercial, hospitality, healthcare, and residential projects with financial capability supported by audited statements and bank statements. The minimum qualifying technical score is 65%.
