Tender Description
The Railway Estate Development and Marketing Company (REDAMCO) invites bids for leasing Pakistan Railway land located in Islamabad for the establishment and development of educational campuses and hostel facilities. This project is specifically for educational institutions, franchisees, or individuals collaborating with registered educational institutes under federal or provincial departments. The scope includes design, finance, build, operate, and transfer (DFBOT) of educational campuses comprising schools, colleges, universities, technical institutes, vocational centers, research centers, libraries, student hostels, faculty accommodation, cafeterias, sports and recreational facilities, and administrative blocks.
The successful bidder will be responsible for preparing detailed development plans, obtaining all necessary technical approvals and NOCs from local authorities, environmental bodies, and other regulators, and constructing the project at their own risk and cost. The lease term is 21 years, extendable for another similar term, with an annual rent increase of 8% compounded. The bidder must pay a one-time non-refundable commitment fee upfront along with the first year's annual rent. The project requires compliance with all applicable laws, safety and service standards, and maintenance obligations throughout the lease period.
Eligible bidders include registered educational institutions, universities, trusts, companies, consortiums, NGOs, and investors with relevant experience. Bidders must be registered with tax authorities, active taxpayers, and provide bid security and affidavit of correctness. Technical bids will be evaluated on bidder profile, financial capability, relevant educational experience, and corporate social responsibility, with a minimum qualifying score of 65%. Financial bids of technically qualified bidders will be opened and evaluated based on the highest quoted amount combining upfront fee and discounted annual rentals.
Key dates include a pre-bid meeting on 2026-06-04 at 14:30 at REDAMCO Head Office, bid submission deadline on 2026-06-11 at 14:00, and technical bid opening on the same day at 14:30. Financial bid opening will be announced later. Bids must be submitted in sealed envelopes at REDAMCO's office in Islamabad. A practical tip for bidders is to ensure all required documents, including bid security and processing fee, are submitted correctly and on time to avoid disqualification.
