LEASE: Leasing of Three Existing Warehouses at Federal Capital Area Karachi

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. The Ministry of Housing & Works, through its Estate Office Management Regional Directorate Karachi, invites electronic bids via EPADS v2.0 for the leasing of three existing warehouses located at the Federal Capital Area, Karachi. The lease is proposed for a period of 20 years on a monthly rental basis with a reserved monthly rent of Rs. 350,000 and an annual escalation of 10%. The total land area of the property is approximately 6,547 square yards with a covered area of about 2,444 square yards and an open area of 4,103 square yards. Items/Properties involved: - Three (03) existing warehouses at Federal Capital Area, Karachi The lease is offered on an 'as is where is' basis in accordance with the Disposal of Public Assets Regulations-2024. The proposed lease term is 20 years, extendable subject to satisfactory performance and approval. The procurement procedure follows a Single Stage – Two Envelope system with technical weightage of 80% and financial weightage of 20%. Minimum technical score required is 35 out of 50. Bid security of 2% amounting to Rs. 84,000 is mandatory with a bid validity of 180 days. Eligible bidders include individuals, firms, companies, investors, consortiums, and joint ventures with valid CNIC/legal registration and authority to contract. Individual bidders must be Pakistani citizens aged 21 or above. Adequate financial capacity is required, demonstrated by immovable property worth at least Rs. 30 million or other acceptable financial evidence. Bidders must show capability to develop, operate, and maintain warehouses and provide non-blacklisting, non-debarment, and integrity declarations. Compliance with FBR/NTN/ATL and sector registration requirements is mandatory. Bidders are advised to inspect the premises to verify condition, access, utilities, and suitability. Key dates include bid submission deadline on 06 November 2026 at 11:00 A.M. and technical bid opening on the same day at 11:30 A.M. Bids must be submitted online only through EPADS v2.0; manual or physical submissions will not be accepted. The bidding documents are available on EPADS and can also be downloaded from www.estate-office.gov.pk using Disposal Activity ID No. D11172. A practical tip for bidders is to ensure their monthly rent quote is not less than the reserved base rent of Rs. 350,000 and to carefully review all lease conditions and escalation clauses in the bidding documents to avoid disqualification.
