Procurement of LT Steel Structure 31' for Multan Electric Power Company (MEPCO)

The Multan Electric Power Company (MEPCO) invites sealed bids from eligible and qualified bidders for the procurement of LT Steel Structure 31' under contract reference P84853 for the financial year 2026-27. This procurement is planned for delivery at MEPCO Regional Stores located in Multan, Bahawalpur, Sahiwal, and D.G. Khan. The procurement follows the Public Procurement Rules, 2004, and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform using a Single Stage One Envelope procedure with Least Cost Based Selection (LCBS) technique. Items being procured: - LT Steel Structure 31' (Utility pole crossarm) Quantity: 218 units The steel structures must conform to DDS-78:2008 specifications (amended to date) and be delivered free of cost at consignee stores (FCS basis) inclusive of all taxes, duties, and 0.5% inspection charges with GST. Inspection will be conducted at the supplier's premises by authorized representatives of MEPCO and Chief Engineer (M.I) PEPCO Lahore. Delivery must be completed within 120 days or earlier from the date of purchase order issuance. Eligible bidders must be registered with FBR, possess valid NTN and GST registration, and must not be blacklisted by WAPDA, DISCOs, GENCOs, or NTDC. Bidders must submit bid security in the form of Pay Order, Banker's Cheque, Call Deposit, or Bank Guarantee valid for 105 days from tender opening. Performance security of 5% of contract price is required upon award. Bids must be submitted online via EPADS v2.0 by 21 September 2026 at 11:30 AM, with bid opening at 12:00 PM the same day. Manual bids will not be accepted. Bidders are advised to carefully review all bidding documents, including eligibility criteria, technical specifications, and terms and conditions. Registration on EPADS v2.0 is mandatory to participate. The procuring agency reserves the right to increase or decrease quantities by up to 15% and to reject any or all bids without assigning any reason.
