Tender Description
Pakistan Railways Lahore invites experienced firms registered with the Pakistan Engineering Council (PEC) and appearing on the Active Taxpayers List (ATL) of the Federal Board of Revenue (FBR) to submit bids for the maintenance and operation of specialized railway equipment. The procurement follows the Single Stage - Two Envelope Procedure as per Rule 36(b) of the PPRA Rules, 2004.
Items being procured:
- Maintenance and Operation of Track Tamping Machines of 30-series
- Material lorries
- Kirow cranes
- Light weight tamping machines
- Sleeper exchange machines
The scope includes upkeep and operational services for the above railway machinery to ensure efficient track maintenance and safety. The contract duration is 12 months.
Bidders must submit both Technical and Financial Bids through the E-Pak Acquisition and Disposal System (EPADS) version 2.0 at www.epads.gov.pk. The original Bid Security amounting to **PKR 6.720 Million** in the form of Call Deposit, CDR, or Bank Guarantee favoring FA & CAO/PR Pakistan Railways Lahore must be physically submitted to the Deputy Chief Engineer/Track office before bid opening. A photocopy of the Bid Security must accompany the Technical Bid. One sealed hard copy of the Technical Bid is also required to be deposited in the tender box at the Dy.CEN/Track office Lahore by 10:30 AM on **23-11-2026**. Bids uploaded on EPADS will be considered for evaluation. Bid opening will occur the same day at 11:30 AM.
A pre-bid meeting is scheduled for 10-11-2026 at 11:00 AM at the Dy.CEN/Track Office Lahore. Prospective firms, joint ventures, and companies are encouraged to attend.
Registration with EPADS and PPRA is mandatory to access tender documents and related information. Bids without original bid security will be rejected.
For bidders, ensure timely physical submission of bid security and technical bid hard copy alongside online submission to avoid disqualification. Familiarity with EPADS portal procedures is essential for smooth participation.
