Bidders must be enlisted in PEC Category C4 or above for the hospital works and meet all C&W enlistment requirements. Earnest Money at 2% of the estimated cost must be submitted as a Call Deposit Receipt (CDR) from a scheduled bank, along with a non-refundable tender fee of 0.03% of the engineer's estimate. All technical and financial proposals must be uploaded on the E-PADS portal, with hard copies accepted optionally. Eligibility requires registration with the Khyber Pakhtunkhwa Revenue Authority and compliance with all relevant tax and blacklisting regulations.
