Medical Equipment and Accessories Supply

The Health Department, Government of Balochistan, through the Health Sector Reform & Management Unit (HSRMU) and Project Management Unit (PMU), invites electronic bids from eligible bidders for the procurement and supply of Medical Equipment and Accessories in Quetta. This procurement covers a comprehensive list of 46 medical items essential for healthcare facilities under the department’s jurisdiction. The technical scope requires bidders to submit original manufacturer catalogues, brochures, and technical datasheets for each offered item, clearly highlighting specifications. A signed and stamped compliance sheet mapping each specification to the exact document reference is mandatory. Local presence for timely repair and maintenance is required, along with authorization or sole agent certificates from manufacturers. If the bidder is not the OEM, participation through an authorized sub-bidder or agent with a Manufacturer Authorization Letter (MAL) is acceptable. Relevant ISO certifications such as ISO 13485, 9001, 14971, and others must be submitted. The bidder must also provide a signed undertaking to deliver, install, commission, and provide user training and manuals at no extra cost. All equipment must be covered under warranty where applicable. Eligibility criteria include a minimum of two assignments of similar nature and complexity worth PKR 300 million in the last three years, a turnover of at least PKR 320 million in the subsequent three years, presence on the Active Taxpayer List (ATL), valid sales tax certificate, and no blacklisting by any procuring agency in Pakistan. Joint ventures are permissible. Bid security of 2% in the form of a bank guarantee or deposit at call is required.
