MEP Operation and Maintenance Services with Approved Manpower Deployment for Punjab Agriculture Food and Drug Authority

Punjab Agriculture Food and Drug Authority (PAFDA), under the Home Department of the Government of the Punjab, invites electronic bids from eligible service providers registered with the Tax Departments in Pakistan for the hiring of MEP operation and maintenance services. The scope includes approved manpower deployment and routine consumables within the monthly service charges. Items being procured: - MEP operation and maintenance SLA - Approved manpower deployment - Routine consumables within monthly service charges The bidding process will be conducted through the Punjab e-Procurement System (PEPS) approved by the Punjab Procurement Regulatory Authority (PPRA). Bidders must be registered with PEPS and submit their e-bids using the PDF upload method. Bidding documents can be downloaded from the Punjab e-Procurement System or the PPRA website (https://ppra.punjab.gov.pk) without any tender fee. Complete bids along with required documents must be submitted electronically by 10-11-2026 up to 12:00 PM. The bids will be opened electronically on the same day at 12:30 PM in the Committee Room of PAFDA building at Thokar Niaz Baig, Main Multan Road, Lahore, in the presence of bidders or their authorized representatives holding valid authority letters. Bid security at 2% of the estimated cost (PKR 804,000) must be submitted electronically through PEPS. No physical financial instruments such as Call Deposit Receipt (CDR), Pay Order (PO), or Bank Guarantee (BG) will be accepted. Only electronically submitted bid securities through registered PEPS will be considered valid. The bidding will follow the Open Competitive Bidding Method through Single Stage Two Envelope bidding procedure as per Punjab Procurement Rules 2014. In case the opening date is a public holiday or non-working day, the opening will be held on the next working day at the same time. An optional pre-bid meeting and site visit will be held at PAFDA Head Office on Friday, 30 October 2026 at 11:00 AM PST. Bidders are advised to carefully review all bidding documents and ensure compliance with all requirements. Timely submission through the PEPS portal is critical to avoid disqualification.
