Tender Description
Sukkur IBA University is procuring a Mess Contract for its IBA Community Colleges and Schools, specifically for the IBA IPHSS located in Ghotki, Sindh. This contract covers the provision of meals including breakfast, lunch, and dinner for boarding students and lunch for day scholars. The estimated cost of this contract is **PKR 8.775 Million** for the academic year 2026-2027, excluding summer, winter vacations, and Eid holidays. The contract duration is initially one year, extendable for an additional year based on satisfactory performance with a 5% increase in rates for subsequent years.
The technical scope includes managing the mess facilities, ensuring quality, quantity, freshness, timeliness, and hygiene of meals without compromise. The vendor must provide meals as per the specified menu and maintain the mess dining hall, kitchen, crockery, and furniture where available. In locations where these facilities are not available, the vendor must arrange and manage them independently without additional claims. The contract requires strict adherence to the attendance-based payment system verified by the SSESP coordinator or hostel warden.
Eligible bidders must be registered with the Income Tax Department and Sales Tax Department or Sindh Revenue Board, have a clean record with no blacklisting, and demonstrate at least three years of relevant experience. The average annual turnover for the last three years should be equal to or twice the estimated cost. Bid security of 2% of the estimated cost is mandatory, and bids must be submitted electronically through EPADS. The contract will be awarded to the lowest evaluated responsive bidder.
The submission deadline and bid opening date will be as notified in the official tender notice. Bidders are advised to visit the respective community college or school before quoting to assess the available facilities. A practical tip for bidders is to ensure all pages of the bidding documents are complete and signed, and to submit the bid security in the prescribed form to avoid rejection. Timely electronic submission through EPADS is critical as manual bids will not be considered.
