Tender Description

The 301 Central Base Spares Depot EME Rawalpindi is procuring a comprehensive range of military vehicle and equipment spares. This procurement is specifically for the Rawalpindi region and includes critical items such as 35 MM Oerlikon Gun parts, PSU Sky Guard Radar components, PSU Oerlikon Gun spares, and vehicle tyres. The department requires brand new stores with country of origin clearly specified, and all rates must be inclusive of applicable government taxes including GST, Income Tax, and Custom Duty. The technical scope involves supply of genuine OEM or approved brands with full documentation including installation, training, commissioning, software updates, and complete literature such as part catalogues and repair manuals. Firms must submit both technical and commercial offers in separate sealed envelopes following the single stage two envelope bidding procedure. Technical offers must include detailed proof of source, agency agreements, and compliance certificates. The procurement also mandates submission of earnest money in the form of a CDR amounting to Rs 1 million. Eligible bidders should be registered with the 301 Central Base Spares Depot EME or other defense organizations, possess valid FBR/ATL registration, and demonstrate relevant experience in supplying military spares. Firms must also provide financial capability documents, NTN and sales tax certificates, and must be cleared by GHQ security. The tender opening is scheduled for 28 April 2026 at 12:30 PM, with submissions to be dropped at the Local Purchase Officer's office at Golra Road, Rawalpindi before 12:00 PM on the same day. A practical tip for bidders is to ensure that no columns are left blank in the technical and commercial offers and that all required documents including soft copies on CD/USB are submitted. Failure to provide a quoted/not quoted list or incomplete documentation may lead to rejection on technical grounds. Firms should also strictly follow the serial number format provided in the tender documents to avoid disqualification. Adhering to these instructions will enhance the chances of successful participation in this important procurement.
