Eligibility requires registration with Pakistan Engineering Council (PEC) and contractors must be on the approved MES list in categories A, B, C, D, or E. Firms not registered with PEC are ineligible. Contractors not on the approved MES list must furnish certificates and details of works executed in the last two years.
