Miscellaneous Civil Works Required at Muzaffarabad Airport

The Pakistan Airports Authority (PAA) invites sealed bids from eligible bidders for the procurement of miscellaneous civil works required at Muzaffarabad Airport under contract reference P107209 for the financial year 2026-27. The procurement is for civil works including building works and water supply and sanitary installations as detailed in the Bill of Quantities (BOQ). Items being procured: - Taking out door and window frames with or without hold fasts - Dismantling wooden partitions - Taking out aluminium doors with frames - Dismantling cement tiled floors, dado or skirting - Providing and fixing M.S. moulded steel door frames - Providing and fixing PVC/UPVC door shutter panels - Providing and fixing wooden partitions with hard board - Providing and fixing plain glass panes - Providing and fixing fully glazed silver anodized aluminium hinged doors - Providing and fixing hydraulic door closers - Providing and fixing carona bath latch locks - Providing and laying vitrified porcelain tiles - Replacing worn out wooden frames - Replacing G.I. wire gauze - Painting woodwork with synthetic enamel paint - Dismantling Indian water closets - Providing and fixing squatting type white glazed earthenware W.C. pans - Providing and fixing lavatory basins with fittings - Providing and fixing brass stop cocks and mixer taps - Providing and fixing Muslim bib-cocks - Providing and fixing looking mirrors - Providing and fixing standing wall showers - Providing and fixing bathroom accessories - Providing and fixing PPRC pipes and fittings - Making connections with existing G.I. pipes - Providing and fixing uPVC multi-floor traps - Providing and fixing ball valves - Providing manhole type B with cast iron cover and frame - Providing and fixing unplasticized PVC pipes The scope includes site clearance, removal of debris, and all related civil and sanitary works as per the specifications and BOQ. The contract will be executed under the supervision of the Divisional Engineer ES (Civil) North, IIAP Islamabad. Eligibility criteria include active registration with FBR (NTN), Pakistan Engineering Council (PEC) in C-6 category or above, and compliance with all legal and technical requirements. Bidders must submit bid security in the form of Pay Order, Banker's Cheque, or Call Deposit as specified. Bids must be submitted electronically through EPADS v2.0 portal by 28 September 2026 at 11:00 AM. Original bid security instruments must be submitted physically before bid opening. Bids will be opened on the same day at 11:30 AM via EPADS. The contract will be awarded based on Least Cost Based Selection (LCBS) technique. A pre-bid meeting and clarifications will be conducted through EPADS. Bidders are advised to visit and inspect the site at their own cost. The contract duration is 180 days with a bid validity of 120 days. No joint ventures are allowed. The contract includes compliance with the Pakistan Airports Authority HSE Manual for contractors, suppliers, and concessionaires, which covers health, safety, environmental protection, and quality management requirements. Contractors must ensure proper training, use of PPE, and adherence to safety permits and procedures. Technical and financial bids must be complete and conform to the bidding documents. Performance security is not required for this contract. Payment terms include release within 56 days of certification with applicable interest on delayed payments.
