Tender Description
The Karachi Metropolitan Corporation (KMC), through its Contract Management Wing, Finance & Accounts Department, invites bids for the comprehensive modernization of the Fire Brigade Department in Karachi. This procurement includes the supply, installation, testing, commissioning, and handover of state-of-the-art firefighting and rescue vehicles, equipment, modular fire stations, and a real-time fleet management system. The scope covers a wide range of firefighting vehicles such as water and foam fire trucks, water bowser trucks, aerial ladder platforms, fire trucks equipped with drones and robotic firefighting systems, as well as small firefighting motorcycles. Additionally, a variety of firefighting and rescue equipment including full face masks, fire nozzles, hoses, portable cutters, rescue cushions, communication devices, breathing apparatus, and specialized protective gear are included.
The technical scope demands compliance with recognized international standards such as EN and NFPA, ensuring high quality and operational reliability. The vehicles and equipment must be certified, with mandatory third-party pre-shipment inspections by agencies like TÜV, SGS, COTECNA, or Lloyds Register. The contract includes a five-year comprehensive warranty and preventive maintenance, operator and technical training at KMC premises in Karachi, and supply of genuine spare parts for a minimum of ten years post-warranty. The fleet management system is a SaaS-based platform providing real-time GPS tracking, vehicle diagnostics via OBD/CAN interfaces, geofencing, automated alerts, fuel monitoring, and integration with UHF communication, drone, and robotic systems.
Eligibility criteria require bidders to have valid NTN, sales tax, professional tax certificates, and audited financial statements for the last five years. Manufacturers must demonstrate at least 20 years of experience in firefighting vehicle production, compliance with international standards, and provide verifiable references. The bid submission deadline is **3rd August 2026 at 1300 PST**, with electronic submission through the e-Pak Acquisition & Disposal System (e-PADS) SPPRA Portal. Original bid security and tender cost must be delivered physically to the Director Contract Management Wing, KMC, before the deadline. The bid evaluation follows a single stage two-envelope procedure, with technical proposals evaluated first.
A practical tip for bidders is to ensure complete and compliant documentation, including detailed brochures, certificates of conformity, and a written undertaking on delivery schedule within 10-12 months. Failure to provide mandatory documents or deviations from specifications may lead to disqualification. Early registration on the e-PADS portal and timely submission of both electronic and physical documents will help avoid non-responsiveness. This tender represents a significant opportunity to contribute to Karachi's emergency response capabilities with a contract valued at **PKR 7.19 billion**.
