Hiring of Municipal Solid Waste Management Services for Main Mansehra Road Abbottabad

Abbottabad Cantonment Board invites sealed bids from eligible firms for the hiring of Municipal Solid Waste Management Services specifically for Main Mansehra Road in Abbottabad. The contract duration is three years with a possible 10% contractual enhancement after the first year upon Board approval. The scope includes collection of approximately 30-35 tons of municipal solid waste in two shifts daily, sweeping and clearing all garbage points before 8:00 am, manual and mechanical road sweeping, transportation of waste in two shifts, and safe disposal at the designated landfill site at Salhad. The contractor is also required to establish a warehouse at the landfill site for waste segregation, sorting, recyclable management, and sale of recyclables on a 60:40 profit ratio with the Cantonment Board Abbottabad. Burring of waste at any location is strictly prohibited. The contractor must comply with environmental and hygiene standards, maintain a complaint response system, and ensure no waste accumulation or burning. Eligibility requires registration on EPADS v2.0, valid NTN and GST registration, ATL listing, and a minimum of five years proven experience in municipal solid waste management. Bidders must submit company profiles, project lists, financial soundness proof, equipment and manpower details, and certificates of completed projects. Bids must be submitted through EPADS v2.0 by 3rd September 2026 at 11:00 am, with technical and financial proposals evaluated under a Single Stage Two Envelope procedure. The financial proposal should clearly state monthly lump-sum rates inclusive of all taxes. A bid security of 5% of the estimated cost is required in the form of a bank draft or pay order.
