Tender Description
The Ministry of Human Rights (MoHR) Islamabad is procuring comprehensive Non-Consultancy Services for the 9th OIC Ministerial Conference on Women scheduled for July 2026. This procurement covers full event management including planning, organizing, and executing the conference and all side events in Islamabad. The scope includes managing opening and closing ceremonies, ministerial sessions, sideline workshops, and high-level receptions. The services also encompass logistics, infrastructure, décor, seating, sound, lighting, flags of OIC countries, interpretation, audiovisuals, stationery, conference bags, photocopying, printing, and translation devices.
The vendor must provide office equipment such as computers, printers, photocopiers on a rental basis exclusively for the event duration. The scope extends to branding, city branding, airport and hotel receptions, and visual identity across all materials and venues. Coordination of inbound/outbound logistics for dignitaries, VIP transport including bulletproof vehicles, security, and media relations is required. The firm will manage delegation registration, invitation and RSVP processes, onsite and online guest management, media engagement, content creation, and publication.
The bidder must be registered with SECP or Registrar of Firms, have valid NTN/STRN, be on FBR's Active Taxpayer List, and have at least five years of experience in managing high-profile international events including ministerial conferences. A detailed technical proposal and financial bid are required. The bid must include a bid security of 5% of the quoted value and a performance guarantee of 5% upon award. The submission deadline is Monday, June 8, 2026, at 02:00 PM via EPADS v2.0. Manual submissions are not accepted. The bid validity period is 355 days.
Bidders should carefully prepare their technical bids addressing the detailed evaluation criteria including experience, methodology, creative and technical proposals, key personnel qualifications, and financial soundness. The financial proposal will be evaluated only for technically qualified bidders. The contract will be awarded based on Quality and Cost Based Selection (QCBS) with 70% weightage to technical and 30% to financial scores.
A practical tip for bidders is to ensure timely registration on EPADS v2.0 and to submit all required documents properly tagged and numbered. Early preparation of the bid security and performance guarantee documents will help avoid disqualification.
