Tender Description
The Ministry of Human Rights (IC-Wing) Islamabad is procuring Non-Consultancy Services specifically for travel arrangements related to the 9th OIC Ministerial Conference on Women. This procurement is planned for the financial year 2025-26 and aims to facilitate smooth and efficient travel logistics for conference participants.
The scope includes comprehensive travel management services such as ticketing, itinerary planning, and coordination for delegates attending the conference. The procurement will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using a Single Stage-Two Envelope procedure under the Quality and Cost Based Selection (QCBS) method. Bidders must submit their technical and financial bids electronically by the deadline.
Eligible bidders should possess the necessary technical competence, financial resources, and experience to manage travel services at a national level. Registration with FBR and ATL is mandatory. The Ministry requires bidders to provide earnest money in the form of a Pay Order or Demand Draft as a Bid Security. The submission deadline is Thursday, June 11, 2026, at 2:00 PM, with bid opening at 2:30 PM on the same day. Manual submissions will not be entertained.
A practical tip for bidders is to ensure timely registration on the EPADS v2.0 portal and carefully review all bidding documents and addenda to avoid disqualification. Early preparation of the Technical Bid and Financial Bid, including all required documentation and CDR, will enhance the chances of success in this competitive procurement.
