Tender Description
NADRA Islamabad invites bids for the procurement of Offline Card Readers under the National Competitive Bidding method. This tender is issued by the National Database and Registration Authority (NADRA) for supply of 100 units of offline card readers to support verification services at national and international events, ensuring business continuity in Islamabad. The procurement falls under Electronics & Appliances and IT & Office Equipment categories.
The scope includes supply and delivery of biometric fingerprint and smart card reader devices with specifications such as optical or capacitive fingerprint sensors, minimum 500 dpi resolution, ISO and ANSI compliant templates, smart card interface ISO 7816, USB 2.0 or higher communication, and compatibility with Windows 10/11. The devices must come with SDK support for .NET, C#, and Java, and include local technical support with a minimum one-year warranty. Delivery is required within 8-10 weeks to NADRA Central Store, Sector G-9, Islamabad.
Bidders must comply with mandatory eligibility criteria including valid NTN, GST registration, active ATL status, non-blacklisting, submission of bid security of PKR 150,000, and provision of a sample device for compatibility testing. Payment terms specify 100% payment after delivery and successful quality check upon submission of required documents. Performance security of 10% of contract value is required, valid through the warranty period.
Ensure compliance with PEC category requirements and maintain FBR/ATL status for FY 2025-26. The bid validity period is 120 days. Submission is strictly via the EPADS online portal by 2nd March 2026 at 11:00 AM, with bid opening at 11:30 AM the same day at NADRA HQ, Islamabad.
