Tender Description
The Securities and Exchange Commission of Pakistan (SECP) is procuring professional On-Site Managed Security Services (MSSP) to operate and maintain its Security Operations Centre (SOC) on a 24/7 basis at its premises in Islamabad. This procurement is planned for the financial year 2025-26 and onwards, initially for one year with the possibility of extension for two additional years. The scope includes continuous security event monitoring, incident response, SIEM management and optimization, threat hunting, adversary simulation, advanced forensic analysis, and reporting. The MSSP team will consist of ten specialized cybersecurity professionals deployed onsite, responsible for SOC administration, monitoring, and incident response as per SECP's playbooks and industry best practices. The service provider must ensure resources are on their payroll and provide immediate replacement in case of resignation, with a one-month training overlap. Bidders must be registered with the Federal Board of Revenue and on the Active Taxpayers List. The technical bid must demonstrate at least seven years of experience in MSSP or similar SOC support services, with five ongoing contracts, and provide detailed methodology, key personnel qualifications, and sample reports. The financial bid will be evaluated only if the technical score meets the minimum threshold. The bid security is PKR 700,000 in the form of a pay order. Bids must be submitted online through EPADS by 14:30 on July 2, 2026, and will be opened the same day at 15:00.
