Open Framework Agreement for Repair of Government Owned Vehicles by Directorate of PCA (North), Islamabad

The Directorate of PCA (North), Islamabad (Pakistan Customs) invites prequalification applications for an Open Framework Agreement for the repair of government owned vehicles. This agreement covers repair, maintenance, servicing, overhauling, denting/painting, electrical and mechanical works, air-conditioning, wheel alignment/balancing, diagnostic services, and allied works including supply and replacement of spare parts as and when required by the department. The procurement is specific to Islamabad and Rawalpindi based workshops only. Items being procured: - Repair and maintenance services for Toyota Vitz (4 units) - Repair and maintenance services for Toyota Corolla (2 units) - Repair and maintenance services for Suzuki Swift (1 unit) - Repair and maintenance services for Toyota Land Cruiser (1 unit) - Repair and maintenance services for Toyota Axio (1 unit) - Repair and maintenance services for Mitsubishi Pajero (1 unit) - Repair and maintenance services for Honda Civic (2 units) - Repair and maintenance services for Toyota Prius (1 unit) - Repair and maintenance services for Suzuki Cultus (2 units) - Repair and maintenance services for Toyota Passo (1 unit) - Repair and maintenance services for Toyota Premio (1 unit) - Repair and maintenance services for Toyota Mark X (1 unit) - Repair and maintenance services for Toyota Crown (1 unit) - Repair and maintenance services for Toyota Surf (1 unit) - Repair and maintenance services for Toyota Fielder (1 unit) The scope includes all types of vehicle repair and maintenance, engine overhauling, denting, painting, handling of software and electronic technology, and timely supply of genuine spare parts, tyres, batteries, and engine oil. Workshops must have sound financial standing, valid GST registration, NTN, and be on the active taxpayer list of FBR. A pay order of PKR 30,000 as call deposit is required with the bid. The selected workshops will be bound to provide immediate services even during odd hours and must provide warranty on replaced or repaired parts. Sub-standard or second-hand parts are strictly prohibited and will lead to removal from the panel. The prequalification process is conducted through the e-Pak Acquisition and Disposal System (EPADS) portal. Applications must be submitted electronically by 04:00 PM on Tuesday, October 27, 2026, and will be opened the same day at 04:30 PM. Manual submissions will not be accepted. Interested bidders are advised to carefully review the eligibility criteria and ensure compliance with all requirements. Workshops with adequate machinery, technical staff, parking space, and financial capacity will be preferred. This framework agreement will be valid for 36 months from the award date. A practical tip for bidders: Ensure your workshop is fully equipped with the required machinery and qualified technical staff, and maintain all necessary registrations and financial documents up to date before applying to avoid disqualification.
