Prequalification of Workshops for Repair and Maintenance of Hospital Vehicles Including Ambulances for FY 2026-27 at Federal Government Polyclinic Islamabad

The Federal Government Polyclinic Islamabad (FGPC-PGMI) invites applications for prequalification of workshops for repair, maintenance, and servicing of hospital vehicles including ambulances for the financial year 2026-27, with the possibility of extension. This prequalification is for an Open Framework Agreement to ensure on-demand repair and maintenance services for hospital vehicles located in the twin cities of Islamabad and Rawalpindi. The workshops will be responsible for continuous 24/7 service without interruption, including emergency situations. Items being procured: - Repair & Maintenance of 10 hospital ambulances - Repair & Maintenance of 9 hospital vehicles The scope includes mechanical work such as engine overhauling, denting, painting, servicing, oil changing, wheel balancing, alignment, and tyre replacement. Workshops must have trained technical staff, relevant equipment, and parking capacity for at least 3 vehicles simultaneously. The workshops should be located within the vicinity of Islamabad and Rawalpindi. Eligibility criteria require valid FBR registration, NTN/GST certificates, proof of experience with government or semi-government entities, financial soundness supported by bank statements, and no blacklisting or litigation history. Bidders must submit a bid security of Rs. 50,000 in the form of CDR or pay order. After prequalification, successful bidders will provide a 5% performance guarantee and sign an integrity pact and contract agreement. The technical evaluation will be based on Quality Based Selection (QBS) with a passing mark of 70 out of 100. Key evaluation factors include years of establishment, experience in similar services, financial turnover, number of ongoing contracts, parking capacity, and workshop location.
