Operation, Maintenance and Commercial Management of Four Futsal Grounds

Pakistan Sports Board Islamabad invites eligible individual bidders for the operation, maintenance and commercial management of four futsal grounds located at the Pakistan Sports Complex, Islamabad. This procurement opportunity is structured to ensure professional management, consistent operating standards, integrated maintenance obligations and maximum financial return to PSB. The contract term is five years with an option to extend for an additional two years subject to conditions. The successful bidder will be responsible for all operational aspects including booking management, user management, maintenance, cleanliness, minor repairs, security coordination, safety compliance, customer handling, revenue collection and commercial promotion of the four futsal grounds. Bidders must be on the FBR Active Taxpayers List and provide last three years tax returns. A refundable bid security of PKR 250,000 in the form of pay order or bank draft in favor of Pakistan Sports Board is mandatory. Technical and financial proposals must be submitted in separate sealed envelopes. The minimum fixed monthly payment per futsal ground is PKR 250,000 with an aggregate minimum of PKR 1,000,000 for all four grounds. The evaluation will be based 30% on technical and 70% on financial criteria. The pre-bid meeting is scheduled for 15th June 2026 at Pakistan Sports Complex Islamabad. Bids must be physically submitted before 11:00 a.m. on 22nd June 2026. Bidders are advised to carefully inspect the site and prepare a comprehensive operational and maintenance plan. Ensure all documents including ATL proof, tax returns, bid security and affidavits are complete and properly sealed. Avoid disclosing any financial figures in the technical proposal to prevent disqualification. Timely submission and compliance with all mandatory requirements including affidavit of non-blacklisting and conflict of interest disclosure are critical.
