Tender Description
Punjab Power Development Company Limited (PPDCL) invites bids from prequalified firms for providing Operation and Maintenance (O&M) services for the 7.64 MW Marala Hydro Power Plant located in Punjab. This tender is specifically for firms that have been shortlisted through a prequalification process published on July 17, 2026. The procurement is managed by the Energy Department of PPDCL based in Lahore.

The scope of work includes comprehensive O&M services as detailed in the Terms of Reference (TOR) and Scope of Work documents provided to prequalified bidders. The contract duration is for three (3) years. Bidders must submit a Technical Bid including forms TECH-1 to TECH-VI, various appendices covering bidder capability, scope, communication protocols, subcontractor works, and organizational structure. The Financial Bid must include prescribed forms FIN-I to FIN-IV.
Eligibility requires firms to be prequalified by PPDCL, with relevant experience in hydro power plant O&M. Bidders must submit a Bid Security amounting to PKR 5.2 million (2% of the O&M cost) in the form of a bank guarantee, pay order, or call deposit. The original Bid Security must be delivered to PPDCL’s office at 2-A, Zafar Ali Road, Gulberg V, Lahore by August 4, 2026, 11:00 hrs. Failure to submit the original Bid Security on time will result in disqualification.
Bids must be submitted online via the E-Pak Acquisition and Disposal System (EPADS) portal by August 4, 2026, at 11:00 hrs. Technical Bids will be opened on the same day at 11:30 hrs in the presence of bidders at the PPDCL office. No hard copies are allowed except for the original Bid Security.
