Operation and Maintenance of Installed Water Filtration Plants in Azad Jammu & Kashmir

The Local Government & Rural Development Department, Government of Azad Jammu & Kashmir Muzaffarabad invites sealed bids under the Single Stage-Two Envelope Procedure of AJ&K Public Procurement Rules for operation and maintenance works of water filtration plants in various divisions of AJK. Items being procured: - Operation & Maintenance of 31 Installed Water Filtration Plants in Division Muzaffarabad for 2 years - Operation & Maintenance of 56 Installed Water Filtration Plants in Division Poonch for 2 years - Operation & Maintenance of 63 Installed Water Filtration Plants in Division Mirpur for 2 years The scope covers operation and maintenance of community-based water filtration plants across three divisions, ensuring clean and safe water supply. Bidders must be registered with Pakistan Engineering Council in Category C-4 or above with specialization code CE-09 and have at least 5 years of relevant experience. Experience in handling at least 2 similar projects worth Rs. 20 million or above is required. Registration with FBR or AJK CBR and active ATL status is mandatory. Bid security must be submitted as CDR or Bank Guarantee in favor of Director General LG&RDD AJK. Bidding documents can be purchased on payment of Rs. 3000 (non-refundable) from the Director General LG&RDD office from 22-09-2026 to 10-10-2026. A pre-bid meeting will be held on 28-09-2026 at 10:00 hours in Committee Room of Kashmir House Sector F-5/2 Islamabad. Bidders are advised to visit the sites to gather firsthand information before bidding. Bids must be submitted in two sealed envelopes marked Technical and Financial separately by 12-10-2026 at 11:30 am. Bid opening will follow on the same day at specified times for each lot. Incomplete or conditional bids without bid security will not be entertained. Blacklisted bidders are disqualified. All prevailing PPRA rules and government notifications apply.
