Operation, Management and Maintenance of Service and Rest Areas on M-3 and M-5 Motorways

The National Highway Authority (NHA) Islamabad invites bids for the operation, management, and maintenance of multiple service and rest areas located on the M-3 and M-5 motorways. This procurement is specifically for eight separate sites: Muridwala Service Area (North & South Bound) KM-974 (M-3), Rohri Service Area (North & South Bound) KM-397 (M-5), Quttub Din Shah Service Area (North & South Bound) KM-460 (M-5), Azampur Service Area (North & South Bound) KM-528 (M-5), Zahirpir Service Area (North & South Bound) KM-609 (M-5), Uch Sharif Service Area (North & South Bound) KM-679 (M-5), Band Rest Area (North & South Bound) KM-495 (M-5), and Muhammadpur Rest Area (North & South Bound) KM-562 (M-5). Items being procured: - Operation, Management & Maintenance contracts for Muridwala Service Area - Operation, Management & Maintenance contracts for Rohri Service Area - Operation, Management & Maintenance contracts for Quttub Din Shah Service Area - Operation, Management & Maintenance contracts for Azampur Service Area - Operation, Management & Maintenance contracts for Zahirpir Service Area - Operation, Management & Maintenance contracts for Uch Sharif Service Area - Operation, Management & Maintenance contracts for Band Rest Area - Operation, Management & Maintenance contracts for Muhammadpur Rest Area The contracts are awarded on an advance net guaranteed revenue basis for a period of five years each. Operators are required to maintain all amenities and installations in proper operational condition and hand over the inventory to NHA at contract completion without claims for repair or maintenance costs. The scope includes comprehensive management and upkeep of facilities at these motorway service and rest areas, ensuring high standards of service and maintenance. Bidders must be on the Active Taxpayer List (ATL) and are advised to have relevant experience in facility management or similar services. The bidding documents can be obtained from the office of the Director (FR/HB) NHA-HQ Islamabad after July 29, 2026, upon payment of Rs. 5,000 as a non-refundable fee or downloaded free from the NHA website. A pre-bid meeting is scheduled for August 6, 2026, at 11:30 AM in the NHA Auditorium Islamabad. Technical and financial bids must be submitted by August 25, 2026, at 11:00 AM in the NHA Auditorium Islamabad. Technical bids will be opened the same day at 11:30 AM, followed by evaluation and subsequent opening of financial bids of qualified bidders. Firms are encouraged to register on the PPRA e-procurement portal as manual bids will be phased out.
