Operation and Supply Services for Karnal Sher Khan Cadet College Swabi

Karnal Sher Khan Cadet College Swabi invites sealed e-bids from eligible, registered, and financially sound firms, contractors, and suppliers under the Single Stage Single Envelope Bidding Procedure in accordance with the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) Rules, 2014 (as amended) and KPPRA EPADS Regulations. Bids must be submitted online through the E-Pak Acquisition and Disposal System (EPADS) at https://kp.eprocure.gov.pk for the Financial Year 2026–27. Items being procured: - Operation of College Cafeteria - Operation of Barber Shop - Operation of Cobbler Shop - Supply of LPG - Supply of Fresh Ration for Cadets' Messes - Supply of Dry Ration and Sanitary Items for Cadets' Messes - Supply of Firewood for Hostels and Messes - Supply of Horse Ration - Operation of Cadets' General Store - Operation of Laundry Services - Supply of Books/Stationery Items The scope includes operation and supply services for the college cafeteria, barber and cobbler shops, general store, laundry services, and supply of LPG, fresh and dry rations, sanitary items, firewood, horse ration, and books/stationery items for cadets' messes and hostels. Interested bidders must be registered on the EPADS portal to download bidding documents and participate in the e-bidding process. Tender documents containing detailed specifications, eligibility criteria, evaluation criteria, terms, and conditions can be downloaded from EPADS upon payment of a non-refundable Tender Fee of Rs. 5,000/- for each tender. All electronic bids must be submitted online through EPADS on or before 10:30 am on 16 September 2026. Manually submitted bids without EPADS online submission will not be entertained. Submitted e-bids will be opened electronically in the presence of the Tender Opening Committee at 11:30 am on 16 September 2026. Each bid must be accompanied by a Bid Security of Rs. 100,000/- in the form of a Call Deposit Receipt (CDR), Pay Order, or Bank Draft issued by a scheduled bank in favor of the Principal, Karnal Sher Khan Cadet College, Ismaila, Swabi. The original physical instrument must be submitted to the Vice Principal's office on or before the bid closing date and time. Only firms registered with the Federal Board of Revenue (FBR), possessing a valid and active National Tax Number (NTN), a valid Sales Tax Registration Number (where applicable), and appearing on the Active Taxpayers List (ATL) of the FBR at the time of bid submission shall be eligible. Bidders must upload/submit an affidavit on stamp paper affirming they have not been blacklisted by any Federal or Provincial Government Department, Autonomous Body, Semi-Government Organization, or Public Sector Organization. Conditional, incomplete, unsigned, or late bids shall be rejected. The Procuring Entity reserves the right to reject any or all bids at any stage prior to acceptance in accordance with KPPRA Rules, 2014 (as amended).
