Outsourcing of 15 Civil Dispensaries Across 18 SHRUCs Peshawar for Primary Healthcare & Immunization Services

Khyber Pakhtunkhwa Health Foundation invites Expressions of Interest (EOIs) for outsourcing the management and operations of 15 Government Civil Dispensaries across 18 Super High-Risk Union Councils (SHRUCs) in Peshawar. The objective is to strengthen and ensure continuity of primary healthcare and immunization services through a public-private partnership model. Items being procured: - Package 01: CD Akhoonabad Pandu Road, CD Dheri Baghbanan Gul Ghast Colony, Model EPI Center (Bemonc 24/7) Shaheen Muslim Town #1, CD Shotal Banda Shaheen Muslim Town #1, CD Nothia Jadeed - Package 02: CD Ijaz Abad Nimra Street Shaheen Muslim Town #2, CD Nazar Bostan Shaheen Muslim Town #2, CD Weno Serai Yakatoot #1, CD Beri Bagh Minar Masjid Yakatoot #2, CD Toor Baba (Bemonc 24/7) Yakatoot #3, CD Achar Kalay Deh Bahadur - Package 03: CD Panj Peer Hazar Khwani #2, CD Ghareebabad Hazar Khwani #2, CD Gul Darra Chowk Kakshal #2, CD Manakro Landi Arbab These dispensaries provide comprehensive Primary Healthcare (PHC) services integrated with routine immunization as a core preventive intervention. The facilities aim to improve access to essential healthcare, strengthen community trust, and support polio eradication efforts in high-risk communities. Eligibility requires bidders to be registered with the Khyber Pakhtunkhwa Revenue Authority. Joint Ventures/Consortia are allowed but must comply with EOI terms. Each package is treated as a separate project, and bidders must indicate their order of preference. A pre-bid meeting is scheduled for 2nd October 2026 at 2:30 PM at Khyber Pakhtunkhwa Health Foundation. The deadline for submission is 15th October 2026 at or before 11:00 AM (PST), with EOIs opening the same day at 11:30 AM (PST). The procurement will follow the Single Stage, Two Envelope Procedure under KP-PPRA Act 2012 and Rules 2014. Technical proposals will be evaluated first, followed by financial proposals of technically qualified bidders. Bidders should ensure timely submission and compliance with all requirements.
