Tender Description
The P&D / Procurement Department of Jinnah Sindh Medical University, Karachi is procuring outsourcing limited lab testing services for its Diagnostic Laboratory for the fiscal year 2026-2027. This tender invites qualified suppliers to provide comprehensive laboratory testing services at the JSMU Diagnostic Laboratory located in Karachi, Sindh. The scope includes a wide range of lab tests such as ACE Level, AFB Culture, ANA Profile, Anti Cardiolipin, BCR ABL Quantification, CMV PCR Quantitative, HCV RNA Genotyping, HIV PCR Quantitative, and many more as detailed in the schedule of requirements. The annual estimated volume of lab tests is within PKR 3 Million.
Eligible bidders must be ISO 15189 and CAP accredited laboratories with valid licenses from the Government of Pakistan and registration with the Sindh Health Care Commission. Firms should have at least three contracts of similar nature with reputable health institutes, demonstrate an average annual turnover exceeding PKR 9 Million over the last three years, and be active taxpayers with valid NTN and GST certificates. Joint ventures are not allowed. The successful bidder will provide lab testing services including rider services and an online reporting portal as part of the contract.
Bids must be submitted through the EPADS website by the deadline specified in the NIT, with a bid security of PKR 100,000 in the form of a pay order. The bid validity period is 90 days. Performance security of 5% of the total bid amount will be required upon award. The contract includes standard warranty provisions and liquidated damages for delays. The submission address for clarifications is the Procurement Officer at JSMU, 6th Floor New Building, Rafiqui H.J. Shaheed Road, Karachi.
A practical tip for bidders is to ensure all required supporting documents, including proof of accreditation, tax registration, and previous contracts, are complete and attached with the technical proposal to avoid disqualification. Also, quoting rates for each lab test as per the schedule is mandatory; partial quotations will not be accepted. Strict adherence to the submission procedure on EPADS is essential to avoid rejection.
