Tender Description
The Director Agriculture, Economics and Marketing, Balochistan Quetta is inviting sealed bids from registered and eligible bidders for the outsourcing of rights of market fee collection for Lasbella and Hub Districts for the financial year 2026-27. This contract is for a period of 12 months and the procurement is based on the Highest-Cost Selection Method. The base rate per year is set at Rs. 17,500,000 with a bid security of 5% of the base rate and a tender fee of Rs. 1500.
The scope of work involves the collection of market fees in the specified districts, requiring bidders to have relevant experience in similar assignments. Bidders must have completed at least three assignments of similar nature in the last three years and demonstrate financial capacity with a turnover of at least Rs. 12,250,000 supported by bank statements. The bidding firm must not be blacklisted by any procuring agency in Pakistan. Submission requires an authority letter on judicial stamp paper, a complete firm profile, original Call Deposit Receipt (CDR), and a Green Treasury Challan of Rs. 1500 deposited in the specified government accounts.
Eligibility criteria include presence in the Active Tax Payer List of Balochistan Revenue Authority, active registration, and compliance with all documentation requirements. The bidding process follows a Single Stage Two Envelope procedure, with technical and financial proposals submitted separately. The technical bid will be opened on 15th June 2026 at 02:00 PM, and financial bids of technically qualified bidders will be opened later.
Bidders should note the importance of submitting all required documents correctly and on time to avoid disqualification. The submission deadline is 15th June 2026 at 01:00 AM at the Directorate of Agriculture, Economics and Marketing, Balochistan, Rani Bagh, Sariab Road, Quetta. A practical tip for bidders is to ensure the bid security and tender fee payments are made through the specified government treasury channels to avoid rejection. This tender offers a significant opportunity for firms experienced in market fee collection services in Balochistan.
