Outsourcing of rights of market fee collection for Naseerabad, Jaffarabad, Sohbatpur and Usta Muhammad districts for 2026-27

The Director Agriculture, Economics and Marketing, Balochistan Quetta is inviting sealed bids from registered and eligible bidders for the outsourcing of rights of market fee collection for the districts of Naseerabad, Jaffarabad, Sohbatpur, and Usta Muhammad for the financial year 2026-27. This contract is based on the Highest-Cost Selection Method and covers a period ending 30th June 2027 with a base rate per year of Rs. 70,394,625. The scope includes the collection of market fees in the specified districts. Bidders must submit a Technical Bid and Financial Bid under a Single Stage Two Envelope procedure. Eligibility criteria require presence in the Active Tax Payer List of Balochistan Revenue Authority, active registration, and completion of at least three similar assignments in the last three years. The bidder’s turnover must be supported by bank statements showing a minimum financial capacity of Rs. 49,276,238 over the previous three years. Blacklisted firms are not eligible. Submission must include an authority letter on judicial stamp paper, a complete firm profile, original Call Deposit Receipt (CDR), and a non-refundable Green Treasury Challan of Rs. 1500. Tender documents can be obtained from the Directorate office upon production of the Green Treasury Challan by 11th June 2026 during office hours. The last date for bid submission is 11th June 2026 at 01:00 AM, with technical proposals opening the same day at 02:00 PM. Financial bids of only technically qualified bidders will be opened later. Successful bidders must deposit 10% security in advance, provide bank guarantees, and sign an agreement on judicial stamp paper. They are also responsible for collecting market fees as per schedule rates through established collection points. Bidders should carefully prepare their Technical Bid to avoid disqualification.
