Tender Description
Pakistan Railways invites prequalified firms to submit technical and financial proposals for the outsourcing of operations and management of its Concrete Sleeper Factories located at Khanewal, Sukkur, and Kohat Cantt. The concession involves rehabilitation, upgradation, maintenance, and operation of these factories under a Public-Private Partnership (PPP) mode for a period of fifteen years, extendable by ten years upon mutual consent and satisfactory performance. The factories produce Pre-stressed Concrete Sleepers (PSC) of lengths 2600mm and 2750mm, essential for railway track infrastructure.
Items being procured:
- Operation and management of Concrete Sleeper Factories at Khanewal, Sukkur, and Kohat Cantt
- Rehabilitation and maintenance of existing machinery and infrastructure
- Upgradation of factories to enhance production capacity beyond 250,000 sleepers annually
- Supply of minimum 100,000 PSC sleepers per annum from each factory
- Replacement of defective sleepers during defect liability period
- Management of existing staff and payment of salaries
- Security arrangements for factories and staff
- Compliance with federal and provincial laws including tax obligations
The scope includes overhauling and replacement of outdated machinery as per OEM standards, upgrading the Kohat factory from RCC Twin Block to PSC sleepers, and ensuring quality control through third-party inspections and OEM vetting every five years. The company must acquire ISO certifications within two years and maintain production standards acceptable to international vendors. The concessionaire will also manage surplus production for the open market on a revenue-sharing basis.
Eligibility requires prequalification by Pakistan Railways, PEC category compliance, FBR/ATL registration, and proven experience in similar projects. The bid security is Rs. 10 million per factory, and performance security is Rs. 100 million per factory. The bid validity is 120 days from the opening date.
Key dates include a pre-bid meeting on 2026-08-03 at 11:00 hours and bid submission deadline on 2026-08-10 at 11:00 hours. Bids will be opened the same day at 11:30 hours at the office of the Managing Director, Concrete Sleeper Factories, Pakistan Railways, Empress Road, Lahore.
