Tender Description
Pakistan Railways is inviting pre-qualification applications for the outsourcing of rehabilitation, upgradation, maintenance, and operation of its Concrete Sleeper Factories located at Khanewal, Sukkur, and Kohat under a Public-Private Partnership (PPP) model. This procurement is managed by the Pakistan Railways Headquarters Office in Lahore, Punjab. The project involves comprehensive technical and operational scope including the use of advanced post-tensioned or pre-tensioned technology for sleeper production. Bidders are expected to demonstrate experience with concrete sleeper manufacturing plants, including proven technology used by high-speed railways, and capability to maintain continuous production during rehabilitation and upgradation phases.
The scope requires detailed technical proposals covering manufacturing processes, automation levels, pre-stressing systems, molding, curing, production capacity, and quality assurance through destructive and non-destructive testing. Firms must also develop laboratory facilities for quality control. Eligibility criteria include registration with SECP and tax authorities, relevant PEC categories, and a minimum overall qualification score of 65% based on experience, personnel, equipment, and financial soundness. Joint ventures are allowed with combined capacities.
Applications must be submitted in sealed envelopes to the Office of the Managing Director/Concrete Sleeper Factories, Pakistan Railways, Headquarters Office, Empress Road, Lahore by **May 22nd, 2026 at 11:00 AM**. The submission must be clearly marked as an application for pre-qualification for this project. Late submissions will be rejected outright. Interested bidders should ensure all required documentation including audited financial statements, experience records, and technical details are complete and accurate.
A practical tip for bidders is to carefully prepare the technical proposal demonstrating compliance with international standards and production technology requirements, as this is critical for passing the pre-qualification stage. Early engagement with Pakistan Railways for clarifications and thorough review of the pre-qualification documents will enhance the chances of success. The earnest money and CDR requirements, if any, will be detailed in subsequent bidding documents after pre-qualification.
