District Council Tando Mohammad Khan invites sealed tenders for outsourcing sanitation staff services for sweeping and cleaning streets in different main villages of Union Council Sheikh Bhirki, Rajo Nizamani, Tando Saindad Taluka Tando Mohammad Khan. The contract duration is six months from 01 November 2026 to 30 April 2027. Items being procured: - Outsourcing services of sanitation staff for sweeping and cleaning streets at main villages of Union Council Sheikh Bhirki - Rajo Nizamani - Tando Saindad Taluka Tando Mohammad Khan The scope includes providing sanitation staff to maintain cleanliness in the specified union councils and villages. The contract requires firms registered in the Waste Management sector; civil contractor firms are not eligible. Waste Management firms must hold a license from Sindh Environmental Protection Agency (SEPA) for non-hazardous waste updated till 2026 and must have a generated website. Registration from Sindh Revenue Board (SRB) with Waste Management code 9852, 0000 is mandatory. NTN and three-year bank statement with experience certificates must be attached. Contractors must be return filers updated to 2025. Eligibility criteria include five years of experience in outsourcing rural waste collection, dumping, recycling of municipal/town garbage, and landfill site management. Firms must have experience in waste management capacity building and maintain a company website. A minimum of 50 contracts of outsourcing waste management on EPAID site is required. Audit reports for 2025 from reputable chartered accountants with UDIN code must be submitted. The tender fee is Rs. 1000, and earnest money equal to 2% of the bid must be attached in the form of pay order or bank draft in favor of District Council T.M. Khan. Bids will be received and opened on 12-10-2026 at 10:00 AM, with a second attempt on 27-10-2026 at 10:00 AM if required. Bidding documents are available on the EPAID site under the signature of the Chief Officer District Council T.M. Khan. Bidders should ensure all documents are complete and submit affidavits confirming no litigation or blacklisting. The successful contractor will execute an agreement on non-judicial stamp paper as per government rules.
